The government of Barack Obama is preparing an ambitious initiative toward Cuba with the objectives of putting an end to 50 years of confrontation and of facilitating — in dialog with the actual communist authorities — a path toward democratization of the island.  Although, no concrete steps have yet been taken in that direction, various diplomatic and political sources in Washington and Miami confirm that the groundwork is being laid for a significant near term change in relations between Cuba and the US.

The Administration’s approach is to accelerate the steps as much as possible and to create a new setting for the next American summit which will take place in Trinidad and Tobago April 17 – 19.  Obama doesn’t want to let this opportunity for results to slip by, conscious of the uncertain situation in Cuba and of the limited time for Latin American affairs on the agenda in the immediate future.  For its part, the Havana regime, if it truly wants to repair relations with the US, will never find a better opportunity than this with Obama in the White House. …

El Gobierno de Barack Obama está preparando una ambiciosa iniciativa en relación con Cuba con el objetivo de poner fin a 50 años de enfrentamiento y facilitar, en diálogo con las actuales autoridades comunistas, una vía hacia la democratización de la isla. Aunque todavía no se han dado pasos concretos en esa dirección, distintas fuentes diplomáticas y políticas en Washington y en Miami confirman que se está preparando el terreno para un giro significativo en las relaciones entre Cuba y EE UU a corto plazo.

El propósito de la Administración es el de acelerar los trámites lo máximo posible y crear un nuevo escenario con ocasión de la próxima cumbre americana, que se celebrará en Trinidad y Tobago entre los próximos 17 y 19 de abril. Obama no quiere dejar pasar esa oportunidad para conseguir resultados, consciente de lo incierto de la situación en Cuba y del escaso tiempo que los asuntos latinoamericanos van a ocupar en su agenda en el futuro inmediato. Por su parte, el régimen de La Habana, si verdaderamente quiere un arreglo con EE UU, nunca va a encontrar una oportunidad como la que brinda la presencia de Obama en la Casa Blanca. …
